BAGUIO City Mayor Benjamin Magalong signed Memorandum 433 series of 2020 this week, awarding the Original Proponent Status (OPS) to SM Prime Holdings Incorporated (SMPI) for the development of the public market.

The seven-page memo explained Robinsons Land Corporation (RLP) did not submit all documents required, making its proposal incomplete.
